To conserve and enhance fish and wildlife resources and provide opportunity for hunting, fishing, trapping, boating and other wildlife related activities.

As part of the KDFWR’s efforts to periodically re-evaluate our core values, vision statement, mission statement and goals, the department continuously assesses its strengths, weaknesses, opportunities and challenges. To gather strategic planning input, we consult with our partners, hold public meetings, engage our employees in regional listening sessions, and obtain review and guidance from our 9-member Commission (governing board).

Priorities that are identified for the department during this process include:

  • Conserving fish and wildlife habitat and populations
  • Providing sufficient access to and opportunity for hunting, fishing and other wildlife-related recreation
  • Communicating our mission and programs
  • Ensuring stable, long-term funding

We will report on this plan annually, and update it periodically as needed in consultation with our partners and with guidance from our Commission. The current Strategic Plan is outlined below.

Core Values

The Department values:

Mission Statement

To conserve and enhance fish and wildlife resources and provide opportunities for hunting, fishing, trapping, boating and other wildlife related activities.

Goal 1: To conserve and enhance fish and wildlife populations and their habitats.

Strategic Priorities:

  • Expand partnerships to improve small game habitat and populations
  • Develop long-term management plans for big game species to sustain or grow their populations
  • Optimize partnerships to recover and restore rare and declining fish and wildlife species
  • Enhance awareness of and response to aquatic and terrestrial invasive species
  • Restore walleye, hybrid striped bass and tailwater trout fisheries at Lake Cumberland
  • Expand fish habitat improvement initiative (similar to Cave Run Lake project)
  • Develop a new landscape level approach to improve waterfowl habitat and hunting opportunities in far Western KY

Goal 2: To increase opportunity for hunting, fishing, trapping, boating and other wildlife-related activities.

Strategic Priorities:

  • Promote Fishing in Neighborhoods (FINs) and develop a hunting equivalent
  • Expand private landowner incentive/public access programs
  • Optimize public management of existing public lands to maximize public hunting, fishing, and wildlife viewing
  • Enhance firearms and archery shooting opportunities at department ranges and with other partners
  • Establish new bank fishing access sites and improve boat-launch and paddle-craft ramps

Goal 3: To foster a more informed and involved public.

Strategic Priorities:

  • Enhance partnerships with sporting groups, volunteers and other publics to maximize impact of department initiatives
  • Simplify communications about department regulations
  • Optimize use of traditional information outlets and new social media platforms

Goal 4: To secure ample, dedicated and long-term funding.

Strategic Priorities:

  • Recruit, Mentor and Retain hunters and anglers (E.g., Increase capacity for conservation camps/mini-camps; Revamp Hunter/aquatic/boater outreach efforts; Expand KNOW, BOW, and other Adult Recruitment; Develop comprehensive hunter and angler mentoring programs.) 
  • Optimize user fee prices, structuring and delivery
  • Increase corporate sponsorships and other alternative funding
  • Create opportunities for recreational archery and firearm shooters to transition to the hunting and fishing sports
