District Commission Members

​​​​​​​​​​​​​​​​​​​​​​​ABOUT THE KENTUCKY FISH AND WILDLIFE COMMISSION​


The Kentucky Fish and Wildlife Commission as it is known today was established in 1944. The nine-member board is comprised of volunteers who serve four-year terms after being nominated by licensed hunters and anglers, appointed by the Governor, and confirmed by the Kentucky Senate. The Commission meets at least quarterly in Frankfort, and otherwise as needed. Commission members promote fish and wildlife conservation while representing the interests of anglers and hunters. The Commission oversees the Commissioner (agency head) and budget of the Kentucky Department of Fish and Wildlife Resources, and recommends all hunting, fishing and boating regulations for approval by the General Assembly. Legislators must approve all recommendations before they become law.​​

Dr. Robin Floyd 1st District


Dr. Robin Floyd, of Murray, received his appointment as the 1st District representative on the Kentucky Fish and Wildlife Commission on March 31, 2021.

He was born and raised in western Kentucky, and grew up fishing, hunting and exploring nature on the family farm. Floyd is a radiologist at Murray-Calloway County Hospital. He graduated from Hickman County High School and earned degrees at Murray State University and the University of Kentucky. Floyd resides in Murray with his wife of 30 years, Kamille. They have three grown children and are members of First United Methodist Church in Murray. A long-time board member of Kentucky Hunters for the Hungry and Needline of Calloway County, Floyd is also a life member of both the League of Kentucky Sportsmen and the Kentucky Hunter Education Association. His goals on the Commission are to help create more opportunities for, and foster participation in, fishing, hunting, and other outdoor activities.

First District Counties: Ballard, Caldwell, Calloway, Carlisle, Christian, Crittenden, Fulton, Graves, Hickman, Livingston, Lyon, McCracken, Marshall, and Trigg counties.

Greg Cecil, Vice-Chair4th District


Greg Cecil, of Munfordville, received his appointment as the 4th District representative on the Kentucky Fish and Wildlife Commission on Jan. 19, 2023.

Greg grew up in central Kentucky and graduated from Western Kentucky University with degrees in general science, biology, guidance counseling and school administration. He is currently the principal of Hart County High School and has served the Hart County community for the past 10 years after also serving the communities of Hardin and Meade counties for 17 years prior.

Greg is a lifelong sportsman and has a deep passion for fishing, small game hunting, deer hunting and waterfowl hunting. He has been a member of Ducks Unlimited, National Wild Turkey Federation and the National Rifle Association.

"I am honored to be selected to serve on the wildlife commission,” he said. “I have a love of the outdoors and I want to see our hunting, fishing and conservation heritage continue to thrive in Kentucky.”​

Josh Lillard, Chair5th District


Josh Lillard, of Hebron, received his appointment as the 5th District representative on the Kentucky Fish and Wildlife Commission on Aug. 14, 2020.

Lillard is a lifelong resident of Boone County and an avid outdoor enthusiast who enjoys fly-fishing, hunting, hiking and kayaking, among other activities. A 1996 graduate of Larry A. Ryle High School who holds an associate degree from Thomas More University, Lillard is active in several sportsman’s clubs. He serves as a board member of Northern Kentucky Fly Fishers. In addition, he is president of the Dutchman’s Rod and Gun Club, secretary of the Fifth District Federation of Kentucky Sportsmen and member of Northern Kentucky Quail Forever and Elsmere Sportsman’s Club.

"I’m very excited for the opportunity to represent my fellow sportsmen and sportswomen of the Fifth District and for the opportunity to work closer with the Kentucky Department of Fish and Wildlife Resources to help promote the outdoor activities that I have grown to love in our great state," Lillard said. "I hope to inspire others to continue to pass on our traditions of fishing, hunting and trapping to the youths of the Fifth District so that one day they can pass these traditions on to their own children."

Jerry Ferrell, Secretary6th District


Jerry Ferrell, of Richmond, received his appointment as the 6th District representative on the Kentucky Fish and Wildlife Commission on Nov. 23, 2021.

"I plan to represent the 17 counties in the 6th District to the best of my ability," he said. "I’ve got my job cut out for me, but I’m looking forward to doing it. I’m going to dig in and get this done. I’m passionate about it."

A lifelong angler and small game hunter who participates in bass fishing tournaments throughout Kentucky, Ferrell holds a business administration degree from American National University and graduated from Richmond Madison High School.

He served in the U.S. Army, rising to the rank of sergeant, and is a retired controller at Toyota Motor Manufacturing in Georgetown. In his retirement, he drives a bus for Madison County Schools and works at Sportsman’s Warehouse in Lexington.

Ferrell is the first African American appointed to the Kentucky Fish and Wildlife Commission.

"I’m thankful. I feel blessed," he said. "I’m committed, and I want to do this thing right. I want to represent not only being the first Black commission member, but show kids and others that things are possible and dreams do come true. I want to show everybody that this is a moment in time when things are changing for the better for a lot of us."​

Chuck Meade7th District


Charles "Chuck" Meade, of Staffordsville, was appointed the 7th District representative on the Kentucky Fish and Wildlife Commission on April 15, 2024.

Chuck is a veteran of the 82nd Airborne Division and the Gulf War, a former KY State Representative, and a business owner. He holds a Bachelor of Arts degree from Morehead State University.

Chuck is honored to serve as the representative of the 7th District and is excited to bring his diverse background and wealth of experiences to his role. He looks forward to working with the district's sportsmen and sportswomen and advocating for responsible resource management. Chuck draws inspiration from his family, including his wife Jackie, a teacher, and his children Cody, a chemical engineer, and Chayce, a UK mechanical engineering student.

Chuck's love for the outdoors, passion for people, and dedication to serving others have fueled his journey. As the 7th District Commissioner, Chuck is dedicated to personally serving and striving to create policies, regulations, and guidelines that support responsible hunting, fishing, conservation endeavors, and habitat ​preservation.
