​​​​Special agency fundraising permits are Kentucky hunting permits subject to a special application and drawing process to select the holder, which includes privileges to take specified big game animals when used in conjunction with a regularly priced statewide annual hunting license, which is available "over the counter" from the department.​

Permit Opportunities​

​​​​Four special agency fundraising permits will be offered for use during the Fall 2026 and Spring 2027 (for wild turkey) Kentucky hunting seasons, with application sales beginning August 1, 2025.​

The two special agency fundraising permits that include elk hunting privileges (Elk Hunt Sweepstakes and Premium Combination Big Game Permit) will differ from the 500 standard Kentucky Elk hunt permits awarded through the Kentucky Elk Hunt Drawing. These special agency fundraising permits will be used in any elk hunting unit, with any legal equipment (rifle, muzzleloader, bow, or crossbow), during any elk season, and they will be transferrable to an immediate family member under certain conditions.​

*Bonus Permits: ​The other big game privileges conferred to winners will be “bonus” permits. They will afford the holder to harvest an additional deer, bear, and turkey beyond the statewide bag limits that each of the standard, stand-alone permits include. For recipients, their winning drawing entry price will include at no added cost the corresponding special permit (hunting privileges for applicable species).

Use Guidelines​

  • Valid KY Hunting License is required if drawn.
  • User must follow season dates and legal methods.
  • Permiter may hunt private (with permission) or on designated public lands.
  • Permits that include privileges to take elk are transferrable to one (1) member of the permit recipient's immediate family. (See more information above.) ​

Where the Funds Go​

​Proceeds from the sale of special agency fundraising permits shall be deposited into the department's restricted Fish and Game Fund account and used solely for agency operational expenditures. (301 KAR 5:210).
